This narrower usage is common in sports nutrition and diet tracking, where macros is shorthand for the carbohydrate, protein, and fat split of a meal. Nobody counts water toward their macros, and that practical usage is where most of the confusion comes from.

Both definitions are defensible and the disagreement is about the word, not the biology. Water is an essential nutrient required in the largest quantity of anything you consume.
